The Chief Guardian Department

The Chief Guardian Department is a supervisory authority that handles cases related to guardian and guardianship (representative roles). The authority also recruits new guardians.

TThe Chief Guardian Department's mission as a supervisory authority is to ensure that legal representatives fulfill their obligations in an appropriate manner. When an application or notification regarding legal representation is received, the Department investigates the need for assistance. The investigation and a proposal for a legal representative are then submitted to the District Court for a decision. However, as of July 1, 2026, the Chief Guardian Department will make the decisions itself in all uncontested cases of legal guardianship.

The elected officials of the Chief Guardian Committee determine how the city should operate within this area, while the Chief Guardian Department is responsible for implementing the committee’s decisions.

Organisation

Head of Department Håkan Andersson lead the work of the Chief Guardian Department. The Administration has four units and a general administrative function.

The administration's staff includes financial controllers, business controllers, and HR managers.

The staff is responsible for providing support to the Head of Department and the management team in:

  • Directing and monitoring operations, finance, and HR
  • Business and innovation development
  • Crisis and security coordination

The Investigations Unit is responsible for applications and cases regarding representatives. The unit is also responsible for conducting suitability assessments and handling complaints.

The Supervision Unit has responsibility for:

  • Conducting audits of financial statements, including inventories, annual accounts, and final accounts, as well as reviewing reports
  • Processing certain permit applications
  • Issuing penalty notices and enforcing compliance
  • Handling appeals and reviewing decisions

The Permits Unit is responsible for, among other things, applications for:

  • Division of property
  • Loans
  • Purchase and sale of real estate
  • Support for relatives

The unit also handles:

  • Estates and inventories
  • Insurance and damage payments
  • Debt collection from children

Operational Support is the department's shared administrative support and is responsible for administrative and legal investigations.

In addition to board administration and general communication, Operational Support is also responsible for:

  • Archives and records management
  • System administration
  • IT coordination
  • Information security and GDPR compliance
  • Facilities management
